INFORMATION TECHNOLOGY AND GENERAL SERVICES COMMITTEE REPORT and
ORDINANCE FIRST CONSIDERATION relative to a proposed Franchise for the Church of
Scientology Centre International of Los Angeles (Church of Scientology) to install a
Private Line Telecommunications Facility in the public rights-of-way.
Recommendation for Council action, SUBJECT TO THE APPROVAL OF THE MAYOR:

PRESENT and ADOPT the accompanying ORDINANCE which grants the Church of
Scientology a Franchise to install a Private Line Telecommunications Facility in the
public
rights-of-way in Bronson Avenue, connecting buildings at 1830 North Bronson Avenue and
5930 Franklin Avenue, subject to the terms and conditions set forth therein, and subject
to the review of the City Attorney as to form and legality.

Fiscal Impact Statement: None submitted by the Information Technology Agency. Neither
the City Administrative Officer nor the Chief Legislative Analyst has completed a
financial
analysis of this report.

ITEM VI.
ACTION ITEM - CHURCH OF SCIENTOLOGY REQUEST FOR A
PRIVATE LINE FRANCHISE TO PROVIDE A
TELECOMMUNICATIONS LINK BETWEEN TWO BUILDINGS AT
1830 NORTH BRONSON AVENUE AND 5930 FRANKLIN
AVENUE, LOS ANGELES 90028.

Mr. Richard Benbow explained what a private line franchise is, and gave an overview of
the Church's request for a private line franchise. He advised the Commission that when
the request came in, in December, 2003, ITA realized that the process for private line
franchises was initiated in 1997, and no in-depth review had occurred since that time.
ITA then reviewed the template used to grant private line franchises, and that review has
been completed.

President Hansell inquired about the 10 year request, and asked what happens after the
ten years are up, or the matter is pending beyond the timeline. Mr. Benbow responded
that the church would have to reapply one year before the lapse of the franchise, and ITA
has a specific time to respond to the request (30 days). According to Valerie Barreiro, as
per the franchise application streamlining ordinance, once an application for renewal has
been brought to the Board, the Board has 30 days to give a report to the City Council
regarding the status of its review and or its recommendation.

Commissioner Park asked if the cable was underground or above ground, and also
inquired as to why it took so long for this franchise to come before the Board. Mr.
Benbow explained that it is underground, and that when the request came in, the City
realized that the language used in the granting of previous private line franchises was
outdated, and that is when ITA went to work reviewing the template previously used to
grant private line franchises. Commissioner Park asked that this item be placed on the
next agenda, and that the Commission be given all pertinent information prior to the
meeting.

Commissioner Magaņa-Withers asked how many private line franchises exist in the City
of Los Angeles, to which Mr. Benbow answered there are approximately 20.
President Hansell asked about the oldest private line franchise we have in the City. Mr.
William Imperial answered that there are 18 active, and 20 inactive franchises, with the
oldest one being Tudor Saliba which was granted on June 29, 1997.

President Hansell asked staff if they can report, for the first meeting in March, on the
status of all the inactive private line franchises, and Commissioner Park asked that on
the

current private line franchises we look at what requirements we have, i.e. insurance
requirements, payments, bonds -- a chart showing what we are charging.
